Flexible Spending Accounts (FSA) allow you to set aside a portion of your paycheck to pay for qualifying expenses that may not be covered by your health insurance plan. With an FSA, you can expand the use of your dollars beyond your health coverage to suit your particular needs.
Qualifying FSA expenses can include:

- Over the counter medications
- Lasik surgery
- Eyeglasses
- Elderly caregivers
- Childcare expenses
As of January 1, 2011 some of the items previously allowed will become ineligible for reimbursement through your FSA plan due to changes with Healthcare Reform.

Q. What is a Benny™ Prepaid Benefits Card?
A. Your Benny™ Prepaid Benefits Card is a special, prepaid debit card to be used exclusively with your PayPlans & Benefits Flex Choice account.
This card is issued by and is the property of Bank Corp pursuant to a license from Visa U.S.A. Inc. The Benny™ Prepaid Benefits Card is programmed with your personally elected annual health care and dependent care election so it knows how much money you are permitted to spend. This amount can only be used for eligible health care and dependent care expenses. You cannot get cash with this card.
With the Benny™ Prepaid Benefits Card, using your flex dollars is easier than ever before. As long as the merchant or service provider accepts Visa debit cards, there’s no need to pay cash up-front and then wait for reimbursement. Start using your card today and save money on qualified expenses, improve your cash flow and reduce those paperwork pile-ups. Each time you use your card, funds are automatically deducted from your FSA account.
Notes: You will need to save and potentially submit receipts for verification. It is important that you only use the Benny™ Prepaid Benefits Card for FSA eligible expense to avoid potential fees.
Q. How do I enroll for a Benny™ Prepaid Benefits Card?
A. Once your Flexible Spending Account (FSA) Authorization form has been reviewed and processed, you can expect to receive your Benny™ Prepaid Benefits Card within 7-10 business days. You should look for the envelope to arrive by mail, containing two cards, both with the account holder's name on each card. Flexible Spending Account (FSA) Authorization .
Q. Why do both cards have the same name on them?
A. The Benny™ Prepaid Benefits Card is a signature-based debit card. Although the second Benny™ Prepaid Benefits Card you receive will have the account holder's name on it and the same account number, a second authorized person may use this card by signing the back of it.
Q. Should I select “Debit” or “Credit” at the cashier?
A. When making a purchase with a keypad or screen, select "Credit." (The card doesn’t have a PIN and you must push credit and sign for the transaction.) When making a purchase without a keypad or screen, give your card to the clerk and sign receipt. If you’re asked whether it’s a credit or debit purchase, say "Credit." (No PIN number is required. If debit is used, your purchase will be declined.)
Q. Can I get cash out of an ATM or at the cashier with this card?
A. No. You can’t get cash with this card. This card may only be used to purchase qualified expenses pursuant to your Employer’s plan.
Q. What if my provider does not accept my Benny™ Prepaid Benefits Card?
A. Use another form of payment and submit Flexible Spending Account (FSA) Request for Reimbursement along with your receipt(s) to PayPlans & Benefits for reimbursement. Contact Us
Q. What if a claim I paid with my Benny™ Prepaid Benefits Card is later found to be ineligible?
A. PayPlans & Benefits will ask you to pay the ineligible amount by sending a check made payable to PayPlans & Benefits, 25 Depot Ave. Falmouth, MA 02540. If you do not reimburse the plan for ineligible payments, your card may be suspended.
Q. What if my card is “declined” by a merchant?
A. You may have to pay with another form of payment. The failure could be due to any of the following:
- The business or service provider is not a qualified location based on its Merchant Code.
- You included non-qualified expenses with your qualified expenses. (Try the transaction again with the qualified expenses only).
- There isn’t enough money in your account to completely cover the expense. Please note that if the amount swiped exceeds your available account balance, the transaction will be declined. For example, if you attempt to swipe $150 and your available balance is $140 it will be declined. You can swipe for $140 and pay the remaining $10 out of your pocket.
- You may log on to verify your account balance at www.mybenny.com.
Q. Can I use my Benny™ Prepaid Benefits Card to pay a healthcare bill with a "Patient Balance Due" for a healthcare service?
A. Yes, as long as you have sufficient funds in your account and your healthcare provider accepts Visa debit cards. Just write your Benny™ Prepaid Benefits Card number on the healthcare bill statement and return it to your healthcare provider.
Please note that the services incurred, resulting in the balance due, must have been incurred within the present Plan year. Services that were incurred within a prior Plan year (with the exception of orthodontia work) would not be eligible for reimbursement with your Benny™ Prepaid Benefits Card.
Q. What if I don't have enough money on my debit card to pay for my purchase?
A. The transaction will be rejected if your available account balance is insufficient to pay for your entire purchase. You will need to pay for your purchase either with cash or a personal debit or credit card and then submit a completed Reimbursement Request with your receipt to PayPlans & Benefits for processing.
